I am directed by Mr Secretary
Bonar Law to acknowledge the receipt of
your letter No.173099/45/A of the 7th
of September, transmitting a copy of
a note from the United States Embassy
relative to the detention by the Colonial
Authorities at Hong Kong of certain
small arms and ammunition shipped on
two Bills of Lading from the United States
to Siam and Java, and forwarded by
Japanese steamers from Tacoma.
2. I am to say that Mr Bonar Law
presumes that the consignants in question
are detained in consequence of the
instructions contained in his telegram
of the 1st of September, 1915, which was
